Outstanding national organizations provide vital support to first responders and military families. However, local sheriff and law enforcement foundations still work in isolation—each reinventing operating systems, struggling without proven fundraising models, and missing coordination with national corporate sponsors.
There is no umbrella infrastructure connecting local foundations to institutional support, documented best practices, or centralized grant writing.
US Blueline Association fills this gap. We serve as the backbone organization that empowers local foundations with turnkey systems, proven fundraising models, and national coordination—while they focus on rapid response in their communities.
Established by founders James Dicks, Joe Nunziata, and Scott Prewitt, the organization was created to act as a force multiplier, taking proven local support models and expanding them into a coordinated national platform for the first responder community.
Joe Nunziata is the CEO of Acrisure Mortgage, formerly FBC Mortgage, and Co-Managing Member of Pine Court Holdings. He is also a Founder and Director of One Florida Bank and Trident Reciprocal Insurance. Joe was appointed by Ron DeSantis to serve on the Greater Orlando Aviation Authority.
Joe previously served as CEO and President of The Sterne Agee Group following its acquisition of FBC Mortgage. After leading the company through a successful re-acquisition, he continued to scale the organization into what is now Acrisure Mortgage. Earlier in his career, Joe was Senior Vice President at First Horizon Home Loans and a shareholder and Vice President at American Heritage Mortgage Corp.
Joe has served on numerous financial and civic boards, including Sunshine Bank, Southern Community Bank, and Fifth Third Bank of Central Florida. He currently serves on the boards of the AdventHealth Foundation, the Orlando Police Foundation, the Seminole County Sheriff Foundation, the Orange County Sheriff Foundation, and the FBC Mortgage Charitable Foundation.
A Certified Mortgage Banker (CMB), Joe has served on the Mortgage Bankers Association Legislative Committee and has been a featured commentator on CNBC and Fox News. Alongside James Dicks and Scott Prewitt, Joe was instrumental in helping establish and scale the US Blue Line Association from a local initiative into a growing national mission.
James Dicks is the Founder, President, and CEO of the US Blue Line Association and the architect of its national vision. He created the organization to expand proven local law enforcement and first responder support models into a coordinated national platform. Alongside Joe Nunziata and Scott Prewitt, James helped bring that vision to reality and guide its long-term mission and structure.
James is also the President and CEO of DIX Developments, LLC, a vertically integrated real estate development firm operating across Central Florida. Over his career, he has led and facilitated more than $500 million in development activity, including large-scale mixed-use and master-planned residential communities such as Vive on Eola, the Roan Bridge development in Osceola County, and multi-phase residential projects across Citrus and Hernando Counties.
In addition to real estate, James is a McGraw-Hill international best-selling author and has published nine books on financial markets and investing. He is also the founder of PremiereTrade, a global financial education and trading technology platform that has served more than 100,000 users worldwide.
James has contributed more than 11,000 hours of community and federal service. He serves on the Sheriff Foundations for Seminole, Osceola, and Orange Counties and was appointed by the U.S. Secretary of Defense to lead a statewide Department of Defense program supporting Guard and Reserve families across Florida. He is a U.S. Marine Corps veteran and seventh-generation Floridian.
Scott Prewitt is a real estate executive with more than four decades of experience in real estate sales, land acquisition, and large-scale development throughout Central Florida. His family has been active in Osceola County real estate development since the mid-1970s. His father was among the original brokers who worked alongside Bob Kingsland in assembling land for what would become Walt Disney World.
Scott serves as Vice President of DIX Developments, LLC, where he manages a 6,000-acre land portfolio valued at more than $200 million. His portfolio includes major residential and mixed-use projects such as Vive on Eola in downtown Orlando, Roan Bridge in St. Cloud, Crystal Ridge in Lecanto, Southern Pines in Brooksville, and large-scale residential development within the Black Diamond Ranch community in Hernando County.
Scott is deeply involved in community and public service. He is an Elder at Wekiva Presbyterian Church in Longwood, Florida, and serves as an Honorary Sheriff’s Deputy in both Seminole and Osceola Counties through his work with their sheriff foundations.
Scott is a recipient of the Seven Seals Award from the U.S. Department of Defense, recognizing meritorious leadership and exceptional support of National Guard and Reserve service members. Alongside James Dicks and Joe Nunziata, Scott was instrumental in building the US Blue Line Association into a credible, mission-driven organization with national reach.
